An industry association is asocial group, and thus falls within the category of social organizations. Why social organizations should establish Party organizations and what these organizations do are clearly stipulated in the Party Constitution and national documents — this is the fundamental basis for the Association's Party-building work.

Shanxian has explored a “Party-building leadership, association-driven coordination and multi-stakeholder synergy”mechanism — building Party organizations along the industrial chain. Party organizations at the industrial-chain level and at the association levelcoexist and coordinate with each other, with distinct functions and emphases for each, jointly promoting industrial development through mutual support, resource sharing and joint consultation on difficulties.
Established under the guidance of the County Committee's Social Work Department, they bring in relevant functional departments such as agriculture and rural affairs and human resources and social security. They provide overall coordination and enabling support for industrial development in areas such as standard-setting, market expansion and technology-driven empowerment, and extend effective coverage of Party organizations and work to every link of the industrial chain.
The Association has incorporated Party building into its articles of association, created the “Red Beacon · Inheriting a Century” Party-building brand, established a dual-track cultivation mechanism for Party members and key members, and promoted cross-appointment between leading officials and Party members, so as to carry out Party-building work at the association level.
The Association has innovatively builtservice stations, pooling resources from departments including agriculture and rural affairs, market regulation, industry and commerce and animal husbandry,23 county-level departments in all,as well as two local universities, to provide services for enterprises along the industrial chain in policy consultation, project application, platform matchmaking and financial support. It has also established a three-list mechanism to resolve enterprise difficulties through bimonthly on-site office hours.
Service stations are a service platform and working mechanism established by the Association.
Shanxian has built the “Red Beacon · Inheriting a Century”Party-building brand and, following the eight-step working approach, has infused industrial development with the strength of the Party. The Association has studied and implemented this working approach in light of its own realities.
Compiled training textbooks for Shanxian mutton soup, built a mutton soup training base covering more than 3,000 square meters, and invited Party affairs experts and industry experts to give lectures; cultivated labor service brands such as “Shanxian Mutton Soup Master” and “Shanxian Mutton Soup Skill Master”.
Established the “Red Mediator” mechanism, mobilizing Party members and cadres and legal advisers to mediate disputes for member enterprises and practitioners, thereby optimizing the environment for industrial development.
Use competitions to spur practice and improve skills, stimulate practitioners' enthusiasm for honing their craft, and raise the overall skill level of the industry.
Established a dual-track cultivation mechanism for Party members and key members, adhered to the Association's “liang daibiao yi weiyuan (two deputies and one committee member)” and “liang you yi xian (two outstanding and one advanced)” recommendation mechanisms, and promoted cross-appointment between leading officials and Party members.

The Association has established collaborative ties with local related industry organizations, sharing resources, technology and talent, promoting paired assistance between leading enterprises and small and micro enterprises, and carrying out technical assistance and supply-demand matchmaking on a regular basis.
Huanggang Town established a Party-building demonstration zone led by the “mutton soup industry” and explored the “1+3+5” zonal work method, centered on “joint Party organization building”, safeguarded by “unified coordination of people, funds and affairs”, and delivering “five-in-one integration”; it has also carried out joint development with state-owned enterprises and driven the entire industrial chain to provide more than 4,000 jobs.
Shanxian has been designated a construction unit of the “dual integration and dual innovation” innovation zone for Party building in emerging fields in Shandong Province. Experts from the University of Jinan visited Shanxian for research and guidance, touring the Mutton Soup Cultural and Industrial Park and the Qingshan goat conservation and breeding demonstration base, among other sites, and offered guidance on how Party-building leadership can enable industry associations and chambers of commerce to empower the development of the industrial chain.
Relying on the coordinating role of industrial-chain Party organizations, the Association has built industry-university-research matchmaking channels, promoted technical exchange and cooperation between member enterprises and research institutes and universities, and provided technical support for the standardized and regulated development of the industry.
